In an observation system for observing the ground surface or the like by a sensor mounted on a navigation body, an efficient observation plan can be generated when a wide range of observation requests are given. An observation opportunity specifying unit 22 specifies a plurality of orbital paths that can observe an area within the observation range based on an observation range indicated by an observation request and an orbital calendar of a navigation body, and for each specified orbital path. Then, by changing at least one of the scanning direction and the off-nadir angle, one or more observation scenes for observing the region in which the number of observation scenes to be combined is minimized are specified.
