The purpose of the present invention is to provide a vehicle model identification device, a vehicle model identification system, and a vehicle model identification method, capable of accurately extracting a target vehicle by narrowing down to a specific partial area. The vehicle model identification system includes an imaging device, a display device, a vehicle model identification device, and a bus for connecting the devices, wherein the vehicle model identification device has an input device, a storage device, and a processor. A user performs a search by use of the input device, and the processor causes the display device to display a first vehicle image list, vehicle images, and reference images, which are obtained in accordance with relevant search conditions by using a first rule. The user examines the characteristics of the target vehicle model by reference to the reference images and specifies a characteristic partial area. Upon acquiring part specification information for the specified partial area, the processor performs a search on the basis of a second rule and causes the display device to display a second vehicle image list and vehicle images.
