A hot air/hot water boiler according to the present invention includes a carbon heater. The carbon heater (11) is configured from: a quartz glass pipe (21) of which one end side is closed; a heating body (25) which comprises a plurality of separately arranged composite carbons (22) having a kanthal wire (23) continuously wound thereon and having an electrically series-connected structure, and which is arranged in the quartz glass pipe; a terminal plate (26) provided with a pair of vacuum terminal components (27) which are caused to function as a +input terminal (27a) and a -input terminal (27b) arranged in a state to close an opening end side of the quartz glass pipe; a temperature blocking unit (30) comprising a quartz pipe (28) and a silica wool (29) which are closely fitted in a position between an end of the heating body and the terminal plate with respect to an inner wall of the quartz glass pipe; and a pair of connection kanthal wires (31) which connect a pair of kanthal wires wound around a pair of composite carbons at the end of the heating body with the pair of vacuum terminal components through the temperature blocking unit. The carbon heater is arranged in the housing (2), and the heating body is heated by feeding electricity to the +input terminal and the -input terminal, thereby causing the carbon heater to operate as a heat source for generating hot air and hot water.
