The system includes: a recording unit for evaluation items, etc., the unit recording each of a plurality of evaluation items included in a plurality of evaluation groups in association with the "relationship in the same level" and/or the "relationship across different levels"; and a rank determination unit which determines whether the evaluation numerical value of each of the evaluation items in the self-evaluation result of an evaluator satisfies the "relationship in the same level" and/or the "relationship across different levels", wherein the validity or reliability of the self-evaluation and/or the evaluation ability of the evaluator who carries out the self-evaluation is determined on the basis of the determination result of the rank determination unit.
