The present invention relates to a method for manufacturing a water-permeable block for sidewalks and roads, and the water-permeable block has particularly excellent water permeability since resources to be disposed of are recycled, can reduce repair costs since semi-permanent use enabled by being free from decolorization or discoloration, can contribute to nature conservation by the recycling of resources since a color aggregate is prepared from bottom ash, which is a by-product generated at thermal power plants, also has no carbon emission problems caused by the excessive use of cement, and has an air purification function. The method comprising the steps of: preparing a color aggregate by coloring, with a thermosetting resin and a pigment, bottom ash particles prepared by pulverizing collected recycled bottom ash; mixing and stirring the color aggregate, a two-pack type thermosetting resin, recycled glass fiber and a curing accelerator; injecting the stirred mixture of the color aggregate, the thermosetting resin and the curing accelerator into a molding machine so as to press-mold the same into a water-permeable block; removing the water-permeable block, which has been molded in the molding machine, from the molding machine; and curing the water-permeable block removed from the molding machine.
