The invention relates to an easily controlled interventional instrument delivery device and an interventional instrument delivery method. The interventional instrument delivery device comprises a core tube, and a guiding head and a fixing head are fixed on the core tube. The guiding head is fixed at a distal end of the core tube, and the fixing head extends from a near end side of the core tube, and the position between the guiding head and the fixing head is an installation position for the interventional instrument. An outer periphery of the installation position of the interventional instrument is provided with an axially slidable outer sheath tube, and a floating limit strip is also provided. The near end of the floating limit strip is initiating end that is attached adjacent the fixing head, and the distal end is the end that floats between the interventional instrument installation position and the outer sheath tube. The delivery device of the invention can fasten the end of the valve stent during the release process of a stent to prevent the stent from falling completely during the release process. And the relative friction between the delivery system and the valve is reduced when the stent is released and recovered.
