A method for controlling network congestion, an access device, and a computer readable storage medium. The method comprises: encapsulating an outer Overlay network packet header for a sent message, the Overlay network packet header comprising an outer Internet Protocol (IP) header, and an explicit congestion notification (ECN) identifier being set in the outer IP header; decapsulating the Overlay network packet header for an encapsulated reply message, and matching the IP header of the decapsulated reply message with an inner congestion identifier based on the ECN identifier; and if the decapsulated reply message is a User Datagram Protocol (UDP) message, forwarding the UDP message to a preset slow path. The embodiments of the present invention are applicable to the UDP protocol, and thus can control network congestion.
