A vulnerability countermeasure completion determination means 93 determines whether a countermeasure for the vulnerability of an application installed in the device has been completed. The update determination means 92 determines that the device is a key update target device, and furthermore updates the secret key of the device using the vulnerability countermeasure completion determination means 93 when it is determined that the countermeasure for the vulnerability of the application has been completed.
