SPECTRUM ACCESS SERVER (SAS) FOR TIERED ACCESS TO SHARED SPECTRUM IN FEDERAL GOVERNMENT AND DEFENSE FACILITIES

Information is received that defines an incumbent reservation region, including reserved spectrum, for CBRS spectrum access. Commercial spectrum access systems are requested to enforce an exclusion zone around the defined incumbent reservation region and not allow any commercial secondary CBRS networks in the region. The incumbent reservation region is operated as an informing incumbent within the defined incumbent reservation region and corresponding reserved spectrum for CBRS spectrum. A selection of options is provided to an administrator of PAL spectrum access or GAA spectrum access. Responsive to selection by the administrator of one of the PAL spectrum access or GAA spectrum access, spectrum is reserved for the corresponding selected spectrum access.
