The present invention provides a haptic master device and a system for controlling an active steering catheter. According to an embodiment of the present invention, the haptic master device for controlling an active steering catheter comprises: an operating unit including a steering tip link and a non-steering tip link corresponding to a catheter having a steering tip capable of steering and a non-steering tip incapable of steering; a display unit to display an image photographing the catheter inserted into body tissue to move in accordance with an operation of the operating unit from the outside; and a control unit to sense a force or torque applied to the steering tip link and the non-steering tip link of the operating unit to control the movement of the catheter to allow steering directions of the steering tip link and the non-steering tip link of the operating unit to follow steering directions of the steering tip and the non-steering tip of the catheter in the image displayed on the display unit.
