The present invention relates to an eco-friendly vegetative soil composition capable of having water content suitable for vegetation as well as a high strength. According to an embodiment of the present invention, the eco-friendly vegetative soil composition which is attached to a soil cut surface and can form a vegetative soil capable of creating vegetation comprises: a binding material of one selected from a group composed of micro-based cement, Hauyne-based cement, and plaster-based cement, or a combination thereof; an accelerator curing the binding material; and a performance improving material including a high absorption polymer and an eco-friendly moisturizer.
