Disclosed is a hardware in the loop system (HILS)-based ship control measurement and management system to provide an efficient navigation method. According to the present invention, the HILS-based ship control measurement and management system comprises: a default information input/output display module receiving national marine electronics association (NMEA) information to set communication information and condition for connecting to a navigation interface device, inputting test navigation information required for navigating a ship, and displaying information received from a differential global positioning system (DGPS); a ship navigation information input/output display module inputting a navigation mode and track information to an electronic navigation chart through a user interface to test control performance of the ship in accordance with a planned route of the ship, and displaying navigation information in accordance with the navigation mode and the track information; and a measurement result display module using the pieces of information inputted from the default information input/output display module and a ship control performance test module to extract a navigation condition of the ship so as to output and display a measurement result.
