The present invention relates to a dose increasing region modulation device of a photon beam using magnetic field and a scatterer, a radiation treatment device based on the photon beam including the same and a method for modulating the dose increasing region of the photon beam using the magnetic field and the scatterer. The dose increasing region modulation device according to one embodiment of the present invention comprises: a magnetic field providing unit disposed outside the body on a path through which the photon beam travels to a target site of the radiation treatment, thereby providing a magnetic field perpendicular to the photon beam traveling direction; and a magnetic field intensity adjusting unit adjusting the magnetic field intensity of the magnetic field providing unit, wherein the magnetic field providing unit disperses secondary electrons in a specific energy level or lower. According to the present invention, a dose synergy effect is imparted to tumor tissues present at a certain depth from the skin surface, and a dose reduction effect is provided to the skin surface.
