The present invention relates to a cosmetic composition for protecting scalp and improving hair, comprising ginsenoside F5 derived from a leaf and stem of ginseng, which is hydroponically cultivated, and gold sericin derived from gold silkworm as active ingredients. The ginsenoside F5 is extracted from the leaf and stem of ginseng, which is hydroponically cultivated for 120 days or more, and the ginsenoside F5 and the golden sericin are respectively included in the amount of 0.001 to 10 wt% with respect to the total weight thereof.
