Provided are a high voltage direct current (HVDC) converter switching control apparatus and a cluster stream buffer mode HVDC converter which can solve control imbalance between switching elements or instability of a converter operation while reducing a size of a harmonic wave generated in a transformation process. According to an embodiment of the present invention, the HVDC converter switching control apparatus comprises a driving unit transferring an a-phase control signal to an a-phase switching element group which performs AC-DC conversion or DC-AC conversion of an a-phase of a power system. The a-phase control signal includes first to n^th a-phase control signals which are respectively transferred to n number of clusters included in the a-phase switching element group. Each of the first to n^th a-phase control signals turns on or off a plurality of switching elements included in the corresponding clusters in accordance with m number of steps. The first to n^th a-phase control signals can have different phases not to overlap on/off control points of each of the first to n^th a-phase control signals with on/off control points of other a-phase control signals.
