The present invention relates to a Cu-based catalyst, a preparing method thereof, and a use of the Cu-based catalyst as a dehydrogenation catalyst in the preparation of a hydroxyketone compound such as acetoin. The Cu-based catalyst comprises copper, at least one auxiliary metal selected from a Group IIA metal, a Group VIII non-noble metal, a Group VIB metal, a Group VIIB metal, a Group IIB metal, and a lanthanide metal of a periodic table of elements, an alkali metal, and at least one ketone additive selected from ketones represented by formulas (II) R_1-C(=O)-CH(OH)-R_2 and (II′) R_1-C(=O)-CH(=O)-R_2. The Cu-based catalyst exhibits high acetoin selectivity as a dehydrogenation catalyst for preparing acetoin. In the equations (II, II′), each Group is defined as in the detailed description.
