The present invention relates to a cutoff wall system (100) for preventing flood damage, comprising: a central shaft (110); a water storage tank (120) rotatably installed on one side of the central shaft (110) into which rainwater is introduced and stored; and a cutoff plate (130) rotatably installed by interlocking with the other side of the central shaft (110) in accordance with the rotary motion of the water storage tank (120). When rainwater is introduced into the water storage tank (120), the cutoff plate (130) stands up in accordance with the rotation of the water storage tank (120) depending on the load of the rainwater, thereby forming a cutoff wall. According to the present invention, when a flood occurs, the cutoff plate stands up with no power supply and no power source simply by using the load of rainwater and buoyancy without a separate external power or artificial act, thereby forming a cutoff wall, blocking a water flow overflowing into a structure such as a building or subway, and effectively preventing flood damage. In addition, when the rain stops and no more rainwater is introduced and the water level falls, the rainwater inside the water storage tank is discharged and the buoyancy of the cutoff plate is lost.
