The present invention relates to a recombinant foot-and-mouth disease virus expressing a protective antigen of type SAT2 and region II-ZIM of a foot-and-mouth disease, capable of maximizing protective effects in a wider range, and a preparing method thereof. The recombinant foot-and-mouth disease virus is prepared by using a recombinant plasmid.
