The present invention relates to an apparatus and a method for evaluating indoor thermal environment using a thermal camera. The method for evaluating indoor thermal environment using a thermal camera, according to the present invention, comprises the steps of: separating and simplifying each wall surface of an inside of a building to be measured, and modeling the simplified inside shape to create a 3D model; respectively setting coordinate values of a selected occupancy position in a 3D model space, when the occupancy position to be predicted is selected by a user in the generated 3D model; respectively calculating solid angles from the selected occupancy position to respective surfaces using the coordinate values; calculating an angle factor using the solid angles; respectively scanning temperature values of all surfaces of the inside using a thermal camera provided in the inside of the building; respectively calculating an average surface temperature value for each wall surface of the 3D model using the temperature values; and deriving a mean radiant temperature (MRT) value of the corresponding occupancy location using the solid angle of the selected occupancy location and the average surface temperature value of each wall surface. As described above, according to the present invention, the indoor thermal environment can be evaluated by predicting and monitoring the MRT at each point of the large space building in real time using an infrared thermal camera, thereby efficiently controlling cooling and heating facilities in the large space building.
