The present invention relates to an anti-aging or anti-allergic cosmetic composition comprising a mixture of extracts of flowers, roots, calluses, and seeds of Hibiscus syriacus L. as effective components; and a method of preparing the same. The method comprises a step of extracting the flowers, roots, and seeds of Hibiscus syriacus L. at 60°C using water, ethanol, methanol, butylene glycol, propanediol, or a mixed solvent thereof.
