The present invention relates to an RDX synthesizing apparatus and an RDX synthesizing method using the same. The RDX synthesizing apparatus includes: a first vacuum line unit which is connected with a nitration device to take in and discharge NOX fume generated during a reaction between nitric acid and hexamine; and a second vacuum line unit which is connected to a dilutor to take in and discharge NOX fume generated when stabilizing the nitrated product. The present invention: prevents fire in the vacuum suction line of NOX fume and thus, greatly improves stability in an RDX synthetizing process by taking in and discharging NOX fume generated in nitration during an RDX synthesis and NOX fume generated in a dilutor, respectively through separate vacuum lines; and minimizes the capacity of NOX reduction equipment installed at the rear end and reduces the installation cost of equipment for safely discharging NOX to the atmosphere by primarily absorbing NOX fume generated in nitration during an RDX synthesis into circulating water and a tank and minimizing the discharge amount of finally discharged NOX fume.
