An artificial photosynthesis device, an artificial photosynthesis method, a water decomposition catalyst for artificial photosynthesis, and a method for manufacturing the same are provided. The artificial photosynthesis device can generate oxygen by decomposing water with high efficiency in a neutral aqueous solution using the water decomposition catalyst including stainless steel. The water decomposition catalyst used in the artificial photosynthesis device is stable and exhibits excellent catalytic performance in neutral aqueous solution conditions. The water decomposition catalyst can be manufactured through simple electrochemical treatment using stainless steel, which is inexpensive and mass-producible.
