The present invention is to provide a non-invasive blood glucose measurement method and a non-invasive blood glucose measurement device. The method comprises the following steps: irradiating near-infrared rays to the skin to be measured and raising the temperature of the skin; measuring a mid-infrared spectrum generated from the skin where the temperature is raised; and measuring a composition ratio of the raised temperature of the skin caused by the near-infrared rays and the mid-infrared spectrum from the mid-infrared spectrum and calculating a blood glucose level. The mid-infrared spectrum comprises a spectrum of light emitted by glucose in blood flowing in the skin.
