Disclosed is a method for determining an optimal solution guaranteed as a local optimal solution in a condition including a plurality of solutions of interest. According to the present invention, the method for determining an optimal solution using simulation comprises: a step (a) of dividing a region of solutions of interest into a promising region and a surrounding region; a step (b) of using a preset simulation model to repetitively perform simulation for a solution of interest sampled from the promising and surrounding regions by a preset number of times; a step (c) of using a simulation result value to determine a possible solution among the solutions of interest; and a step (d) of determining the optimal solution corresponding to a preset optimal solution condition among the possible solutions. The number of repetition times of simulation for the promising region is greater than that of the surrounding region.
