Disclosed in the present specification is a quality of experience (QoE) dynamic control system comprising: a user terminal which receives contents data from a contents delivery network (CDN) replication server and periodically transmits QoE reports containing network-related information through an out-of-band channel to a QoE server;and a QoE management server for generating a network control signal based on the network-related information, including the network control signal in a QoE report response, and transmitting to the user terminal.
