The present invention provides a blockchain system including hardware and proof of power specification and stake (POPS) consensus algorithm and a blockchain generation method in the blockchain system. According to the present invention, the blockchain system comprises: a plurality of block generation nodes determined to have block generation authority based on a hardware environment of predetermined specifications and a stake of a predetermined quantity or more; and a plurality of stakeholder nodes which contribute to rank the block generation authority by participating in at least one node of the plurality of block generation nodes using their share. The blockchain system, based on a stake of the block generation, a stake of the stakeholder node that selects the block generation node, and a block generation waiting time, selects a block generation node to generate a new block.
