The present invention relates to an eco-friendly water-soluble epoxy resin composition for preventing salt damage and neutralization of a concrete. The eco-friendly water-soluble epoxy resin composition contains: 50-100 parts by weight of water-soluble epoxy resin; 10-20 parts by weight of copolymer resin; 1-10 parts by weight of surface improving nano-particles; 5-20 parts by weight of a curing agent; 0.5-10 parts by weight of a curing promoter; 1-10 parts by weight of a glycidyl ether based diluent; a residual amount of water; and 0.1-1 part by weight of a surfactant. In addition, the present invention relates to a construction method using the eco-friendly water-soluble epoxy resin composition for preventing salt damage and neutralization of a concrete structure, wherein the eco-friendly water-soluble epoxy resin composition is covered on the surface of the concrete structure and the surface of a bridge.
