The present invention relates to a system and a method for managing spilled oil response support, which supports response by two-way information exchange for information exchange between a manager, a sea contamination assessment technology (SCAT) expert, a marine spilled oil collector, and a costal volunteer worker and marine collection resources and coastal human resources. The present invention includes a field worker terminal inputting marine response resources and coastal volunteer registration information, provided with pre-instructional information from a response management server, and provided with information necessary for marine and coastal response; a field commander terminal providing work position and work content information during response by using a marine response worker′s and coastal volunteer worker′s field worker terminal and transmitting response situation information, work termination time, and worker and volunteer worker number information to the response management server once the marine response worker and the coastal volunteer worker terminate response; and the response management server performing work assignment information management, response situation management, and work progress management, provides training support and work information, and performing marine response worker and coastal volunteer worker registration processing while exchanging response information with the field worker terminal and the field commander terminal.
