The present invention relates to an anti-scattering ultraviolet-curable binder composition having improved sound insulation properties, an anti-scattering safety glass wall comprising the binder composition and a method for manufacturing the anti-scattering safety glass wall, wherein the anti-scattering ultraviolet-curable binder composition having improved sound insulation properties contains: 84.5 to 93.5 wt% of acrylate monomer; 1 to 10 wt% of acid; 0.5 to 5 wt% of a coupling agent; and 0.1 to 0.5 wt% of a photoinitiator, thereby providing a technique for manufacturing the glass wall having high workability and low manufacturing costs while providing enhanced safety.
