The present invention relates to a cosmetic composition with an improved skin whitening effect containing a Magnolia sieboldii extract aged at low temperatures using bamboo charcoal. The Magnolia sieboldii extract aged at low temperatures, according to the present invention, has the excellent skin whitening effect by inhibiting production of tyrosinase, reducing melanin and decreasing MITF expression, which is superior to a conventional solvent extract of Magnolia sieboldii or an extract obtained by conventional low-temperature aging after solvent extraction.
