The present invention relates to a device and a method for estimating a housing outer sheath heat transmission coefficient for energy performance evaluation implemented to calculate an input value of a heat transmission coefficient used in energy performance evaluation of a building, and a method for constructing an outer sheath heat transmission coefficient database for energy performance evaluation. The device comprises: a database construction part which receives actual building information through a user UI and constructs an outer shell heat transmission coefficient database with the heat transmission coefficient satisfying a temperature condition of an average indoor/outdoor temperature difference among the heat transmission coefficient included in the database constructed using the inputted construction information; a probability density function generating part for generating a probability density function on the basis of an outer sheath heat transmission coefficient database constructed in the database construction part; and a stochastic simulation executing part for deriving a value of the heat transmission coefficient of an outer sheath for an estimation target building using the probability density function generated by the probability density function generating part.;COPYRIGHT KIPO 2019
