The present invention relates to a method for producing a ginseng flower extract having an increased content of ginsenoside F4, comprising a step of treating the ginseng flower with an enzyme followed by drying, a step of steaming the dried ginseng flower, and a step of extracting the steamed ginseng. The ginseng flower extract produced in the present invention is excellent in skin antioxidant and wrinkle-reducing effects by converting ginsenoside, which is low in bioavailability contained in ginseng, to ginsenoside F4 having high bioavailability.
