The present invention relates to an urban model generation apparatus for supporting an urban plan, and to a method thereof. More specifically, provided are the urban model generation apparatus for supporting an urban plan reflecting thermal comfort and the method thereof. According to one embodiment of the present invention, the urban model generation apparatus includes a processor and a memory connected to the processor. The memory can store urban model generation program commands reflecting thermal comfort, which can be executed by the processor. According to the present invention, a precise three-dimensional urban model, which automatically reflects attributes of land, a shape of road, each restriction with respect to buildings, and thermal comfort, can be generated.
