The present invention relates to an apparatus and a method to generate a password algorithm based on a global optimal security component. The apparatus includes: a password algorithm analysis part analyzing a subchannel attack target and a non-subchannel attack target; and a password algorithm design part forming the non-subchannel attack target as a local optimal security component, and forming the subchannel attack target as a global optimal security component providing mathematical stability when formed along with the local optimal security component. Therefore, the present invention is capable of designing a password algorithm satisfying mathematical stability criteria for password algorithms and to which a subchannel response technique can be efficiently applied.
