According to an embodiment of the present invention, an artificial intelligence (AI) based service implementation and system operation apparatus comprises: a storage unit for storing commands and data required for performing AI based analysis; a communication unit for receiving user data and service item data for one service application or web from a client side; and a control unit for calculating a menu item having a high probability of selection by the user based on the user data and the service item data, and reprogramming the service application or web by requesting a worker side to change a set value of the calculated menu or by changing the set value.
