The present invention relates to a catalyst for regenerating a carbon dioxide absorbent containing modified activated carbon, a method for manufacturing the same, and a method for capturing carbon dioxide using the same, wherein the catalyst for regenerating the carbon dioxide absorbent comprising activated carbon hs a function group containing oxygen atoms on the surface or inside the activated carbon, thereby being able to significantly increase regeneration efficiency compared with an existing absorbent regeneration catalyst about a stable carbamate compound which is produced as a result of reaction of a common carbon dioxide absorbent such as monoethanolamine (MEA) and a diethanolamine (DEA), which is an alkanolamine-based absorbent are conducting with carbon dioxide.
