A large number of high voltage circuit breakers are installed in Korea electric power corporation and railway substations or a large building receiving power of high voltage and a substation of a factory. The high voltage circuit breakers need to be put if necessary, or operated for a rated time during a trip, and to normally operate the high voltage circuit breakers, a DC-DC charger needs to be normally operated. To test whether a high voltage circuit breaker installed in a substation and a DC storage battery power are normal, a target device to be tested is separated from a load, and a portable high voltage circuit breaker analyzer is installed. Also, a professional technician tests a state of a DC storage battery power by installing a portable high voltage circuit breaker analyzer or using a portable DC storage battery tester, which requires much costs and time, and can be hardly applied to a real spot. To solve the problems, the present invention is connected to a main apparatus to measure a temporarily reduced voltage and a temporarily increased current when a high voltage circuit breaker is put and tripped, thereby measuring a waveform, calculating impedance of a DC power in the detected reduced voltage and increased current in real time, and allowing a measured value and an analyzed value to be automatically transmitted to a previously input e-mail address to frequently check a state of a high voltage circuit breaker and a DC storage battery power. Thus, reliability of related facilities is improved.
