To provide a nuclear power plant ventilation air-conditioning system capable of preventing an intrusion of radioactive noble gas in a state high in radiation dose into a room such as a central control room, instrument room or the like for a long time, and to provide a ventilation air-conditioning method.SOLUTION: A nuclear power plant ventilation air-conditioning system 1 comprises: an emergency external air intake line 31 that communicates with an external environment and a central control room 101, and can take in external air in an emergency; a pressure device 41 that is installed above the emergency external air intake line 31, and increases a pressure of the external air taken in inside the emergency external air intake line 31; and a plurality of pressure containers 42 that is parallely installed on a downstream side of the pressure device 41, and enables filling of the exterior air pressed by the pressure device 41, holding of the external air in a pressed state and supplying of the held external air to the central control room 101.SELECTED DRAWING: Figure 4
