PROBLEM TO BE SOLVED: To provide a method for suppressing adhesion of radionuclides to a carbon steel member of a nuclear power plant capable of accurately measuring the amount of Ni metal film formed on the surface of the carbon steel member. SOLUTION: A Ni metal film is formed by contacting a film forming liquid containing Ni ions with an inner surface of a carbon steel purification system pipe of a stopped nuclear power plant. It is determined that the formation of the Ni metal film is completed (S5). This judgment is made from the weight difference between the metal member of the weight difference measuring device, which is made of the same material as the purification system piping and comes into contact with the film forming liquid, before and after contacting the film forming liquid, and the metal member. This is performed based on the amount of iron (II) ions eluted into the film-forming solution. After the formation amount of the Ni metal film reaches the set formation amount and the formation of the Ni metal film is completed, an aqueous solution containing noble metal ions is brought into contact with the surface of the Ni metal film, and the noble metal is adhered to this surface (S9, S10). ..
