To provide a ground electrostatic capacitance measurement device which can accurately calculate electrostatic capacitance without the necessity for exactly measuring the actual impedance of equipment, and a ground electrostatic capacitance measurement method.SOLUTION: A ground electrostatic capacitance measurement device comprises: a switch for constantly connecting a limit resistor to a tertiary side of a grounding transformer GPT connected to a non-grounding system power system, connected to the tertiary side of the grounding transformer GPT via a cable, and measuring the three-phase lumpsum ground electrostatic capacitance of a power system; and a measurement resistor. The ground electrostatic capacitance measurement device calculates the ground electrostatic capacitance by using a maximum value of a calculation formula related to a sum of the ground electrostatic capacitance based on circuit constants of the power system and a tertiary-side circuit of the grounding transformer GPT with a resistance value up to a measurement resistor from the limit resistor as a variable, and an angle frequency.SELECTED DRAWING: Figure 1
