PROBLEM TO BE SOLVED: To detect deterioration and damage of a steel structure repeatedly subjected to a dynamic external force inexpensively and easily. A strain measuring device (1) is caused by a strain gauge (3) that outputs a strain signal of a steel structure (2) and deterioration damage that occurs in the steel structure (2) based on a dynamic external force.
