To provide a constitution arrangement design method and a constitution arrangement design device of a power receiving and distributing facility capable of unitarily deciding arrangement positions of electrical equipment, a power source and a load system of the power receiving and distributing facility.SOLUTION: According to operation characteristics during normal operation of a power receiving and distributing facility, one of a first incoming power disconnector 7a,7c or a second incoming power disconnector 7b,7d is turned on and one of a first load system disconnector 8a,8c,8e or a second load system disconnector 8b,8d,8f is turned on. Use of the operation characteristics enables route extraction numbers for each load system 5a,5b,5c to be remarkably reduced. Thereby, when an operation rate is calculated for each load system 5a,5b,5c, term numbers of a calculation formula can be remarkably reduced to enable the operation rate of each load system 5a,5b,5c to be easily gained.SELECTED DRAWING: Figure 9
