To provide a user interface for generation of an event and participation in an event.SOLUTION: An event management system comprises: an API database storing an event execution management API and a resource management API; an event database storing an event execution program and log data; an API registration processing unit; an event generation processing unit; an event registration processing unit; a communication processing unit; and a place event management unit for calculating a start time of an event in each place by normalizing information on restriction of places and times. The event management system also comprises a scenario structure interpretation unit by which an event generating person describes an operation of an object multilayered by modules of the event execution program in a scenario attaching to each module by using a descriptor for describing the scenario, the scenario structure interpretation unit interpreting contents, the descriptor, and a connection relation of a site of the descriptor in a completed scenario.
