PROBLEM TO BE SOLVED: To make it possible to increase the number of operations depending on an occurrence event while considering the capacity of a traffic line.;SOLUTION: When a trouble section occurs in one route, a transportation capacity adjusting device 130 extracts a detour route connecting a first transfer station included in a section between one terminal station in the one route and a start station in the trouble section and a second transfer station included in a section between the other terminal station and an end station in the trouble section with another route different from the one route. A minimum operation increasable section which connects a first return station included in a section between one terminal station in the other route and the first transfer station and a second return station included in a section between the other terminal station and the second transfer station is specified to calculate an upper limit value of the number of operations that can be increased in the minimum operation increasable section.
