PROBLEM TO BE SOLVED: To provide an emergency response risk evaluation technique capable of systematically evaluating risks at evacuation response in a case where an emergency event occurs in a nuclear power plant.SOLUTION: A risk evaluation apparatus 10 includes: a data reception section 11 for receiving an emergency event, occurrence timing and an evacuation group in a nuclear power plant; a frequency information setting section 12 for setting an occurrence frequency for emergency events; a combination classification section 13 for obtaining an evacuation pattern by combining three data of the emergency event, the occurrence timing and the evacuation group; an occurrence frequency calculation section 14 for obtaining occurrence frequencies of each evacuation pattern; an event success and failure probability setting section 17 for setting a success and failure probability of an event conducted at evacuation response; an event tree generating section 18 for generating an event tree in which an evacuation failure frequency using the event is set as a risk index; and an evacuation failure frequency calculation section 19 for obtaining the evacuation failure frequency for each evacuation pattern on the basis of the occurrence frequency and the success and failure probability obtained by the occurrence frequency calculation section 14.SELECTED DRAWING: Figure 1
