To provide a device or the like for calculating a safety degree of a district composed of a plurality of blocks.SOLUTION: A district safety degree evaluation device (6) calculates a safety degree of an arbitrary district composed of a plurality of blocks, and includes: a block information acquisition unit (651) for acquiring a boundary length and a public contact length being a length of a section contacting a public space in the boundary length for each block included in the district; a block safety degree calculation unit (653) for calculating a safety degree of a block on the basis of the ratio of the public contact length to the boundary length for each block included in the district; and a district safety degree calculation unit (654) for calculating the safety degree of the district on the basis of the total sum of the safety degree of blocks.SELECTED DRAWING: Figure 2
