To prevent generation of extra banknotes at the end of business.SOLUTION: A server manages an unwrapping device, a banknote processing device, and a wrapping device via a network. The server acquires a number of normal bills that are determined to be normal bills, predict a number of bills included in a bundle, and calculates a number of bundles to be taken into the unwrapping device in order to create a predetermined number of bundles without generating extra normal bills based on the acquired number of normal bills, the predicted number of normal bills and the number of banknotes included in the bundle, and displays the calculated number of bundles.SELECTED DRAWING: Figure 7
