To provide proper fault handling training leading to improvement in skill of an operator while suppressing an influence on an operation system.SOLUTION: A selection part 301 selects, based upon operator information 43 including difficulty of a fault that an operator can handle and fault information 42 including a fault list and difficulty of each fault included in the fault list, a fault to be caused for fault handling training to the operator as a training fault 71 from the fault list. An influence prediction part 33 determines, based upon system information 41 representing a state of an operation system, whether an influence exerted on the operation system when the operation system is caused to have the training fault 71 is within a permissible range. A training execution part 34 causes, when the influence on the operation system is within the permissible range, the operation system to have the training fault 71.SELECTED DRAWING: Figure 2
