PROBLEM TO BE SOLVED: To increase variations of TV programs recommended to a user.SOLUTION: A TV program recommendation device 1 comprises: an identification unit 142 configured to identify a program watching condition of a user based on a program watching history of the user; a selection unit 143 configured to select one of a plurality of recommendation methods for recommending programs based on the identified watching condition; and a recommendation unit 144 configured to recommend programs in accordance with a selected recommendation method. The plurality of recommendation methods include a first method that allows a program provider side to recommend programs. The identification unit 142 determines whether the watching condition reflects that the user has started to watch TV programs after starting to use the program recommendation device 1 or not based on the volume of the watching history. If the identification unit 142 determines that the watching condition reflects that the user has started to watch TV programs after staring to use the program recommendation device 1, the selection unit 143 selects the first method.SELECTED DRAWING: Figure 2
