Further, provided is a composition for preventing, treating or improving hair loss and promoting hair generation and hair growth, comprising a CXCL1 protein and minoxidil as an active ingredient. The CXCL1 protein according to the present disclosure has no side effects at the time of treating hair loss and an excellent hair generation effect even in a short time and thus can be used as pharmaceutical products and usefully used as quasi-drugs, cosmetics and health functional foods.
